The Fire Departments of Alexandria City, Arlington County and Fairfax County, signatories of the Northern Virginia (NoVA) Emergency Services Mutual Response Memorandum of Agreement, have been operating as one department in utilization of resources since the early 1970s. Over time, the NoVA agreement has been amended to encompass virtually all fire suppression, EMS and command units.
Previously, all requests for resources were handled manually (verbally by dedicated ring down telephone lines) with one jurisdiction's Communication Center having to call another to determine resource availability. If a resource is available, it ‘belongs’ to the requesting jurisdiction for the purpose of dispatch on the call for service in question. Once availability was confirmed via phone, incident information (address, incident type, zone box, radio channel, units) is exchanged and verified, and the actual dispatch occurred. This method added one to two minutes to the time necessary to dispatch the unit(s) closest to an incident and delayed response times. This data exchange standardizes and streamlines the sharing of data between disparate CAD systems which support 24 x 7 mission critical emergency functions. Implementing interoperability between these systems reduced dispatch times, improved response times, and resulted in better service to citizens. |

| Development |
Following the NCR Exchange Development Life Cycle (EDLC), once a Project Charter was executed, technical sessions were held with Fire/EMS personnel from Alexandria, Arlington and Fairfax to develop detailed functional requirements. The DEH Team visited the respective Public Safety Communications Centers to capture screen shots and document current jurisdictional CAD processes. Next, flow diagrams for the proposed CAD processes were documented, data elements were defined, and mapping sheets, sequence diagrams, message structures and vendor-specific technical requirements were developed. Additional technical sessions were held with each jurisdiction to refine these documents.
The respective CAD vendors of each jurisdiction performed internal development to modify existing functionality to comply with the exchange requirements. Following internal vendor testing, the CAD vendors each participated in integration testing with the DEH to ensure compliance with requirements. Final acceptance testing involved all CAD systems and involved personnel from each jurisdiction to validate functionality. The data exchange became operational on February 18, 2010. |

| Suggestions and Recommendations | It will be necessary for the Data Exchange Hub to provide central support for the development of exchange schemas across Emergency Support Functions within the NCR and to provide technical assistance in implementing the NCR Exchange Development Process. Several documents dealing with the grant submission process might be helpful to others pursuing these avenues for funding such as the Investment Justification and the Grant Submission Package. |
