Purpose and Scope
Proposed Title

NCR Crisis Information Management System (CIMS) Data Exchange (Based upon NIEM v1 beta 2)

Business Purpose This exchange demonstrates the feasibility of sharing incident information between CIMS systems in the Emergency Operations Centers (EOCs) within the NCR (such as WebEOC) and other regional and Federal systems (such as the Department of Homeland Security (DHS) Homeland Security Information Network (HSIN), Frederick County, Maryland Office of Emergency Management (OEM) SharePoint portal. The purpose of this IEPD is to describe the exchange development process and provide the artifacts necessary to create a similar exchange.
Contributing Organizations The following organizations contributed data for this exchange:
  • District of Columbia Emergency Management Agency (DCEMA) ;
  • Fairfax County, Virginia Office of Emergency Management (OEM) on behalf of the Northern Virginia (NOVA) WebEOC participants including Arlington, Fairfax, Loudoun and Prince William counties; cities of Falls Church, Alexandria, Fairfax, Manassas and Manassas Park; and towns of Herndon and Vienna;
  • Maryland Emergency Management Agency (MEMA) on behalf of the Maryland WebEOC participants including Frederick County, Montgomery County and Prince George's County.

  • Maryland Emergency Management Agency (MEMA) on behalf of the Maryland WebEOC participants.
Development

Initially, a technical working group was established with the purpose of developing a strategy to successfully implement a cross-agency pilot operational data exchange using the NCR DEH Service Oriented Architecture (SOA).

Subsequent technical exchange meetings were held with the various agency partners to refine the business case, develop functional and technical requirements and draft project charter for the exchange. Follow-up meetings were conducted as required to refine sequence diagrams, map data elements from the various systems to NIEM version 1 beta 2 and develop an XML schema, method signatures and WSDL. Finally, the NCR DEH Project team developed the web service.

Creation of this reference implementation contributed to the validation of, and revision to, the NCR Information Exchange Development Lifecyle.

Suggestions and Recommendations It will be necessary for the Data Exchange Hub to provide central support for the development of exchange schemas across Emergency Support Functions within the NCR and to provide technical assistance in implementing the Exchange Development Process.
